By Mark Miller

(Editor's Note: WisSports.net basketball writer Mark Miller is using the extra time available due to COVID-19 to research the high school basketball history of some of Wisconsin's larger cities. His All-Time Best series will run on WisSports.net during the next few months).

Oshkosh North graduate Tyrese Haliburton is about to elevate himself above all others who have played high school basketball in Oshkosh.

In a city rich with stellar players, coaches and teams, Haliburton is the only player in city history to win a state championship, excel at the high-major collegiate level with Iowa State, and, in all likelihood, play in the National Basketball Association.

Haliburton is expected to be a lottery selection in the 2020 NBA Draft and has the size, length, skill and mindset to make it big on basketball's biggest stage.

Along with Haliburton, Oshkosh North's Frank Seckar and Oshkosh Lourdes' Todd Meier were courted by collegiate programs across the country with Seckar excelling at Vanderbilt and Meier battling constant knee issues while playing at Indiana on the Hoosers' 1987 national-title team.

Nine of the 10 players named to the WisSports.net All-Time First and Second teams earned first-team all-state laurels, making Oshkosh one of the state's top hotbeds of prep hoops over the years.

Following is an in-depth look at many of the prep stars in Oshkosh history:

Criteria For All-Time Oshkosh Teams
1) In order to be chosen to the first or second all-time team, a player must have earned first, second, third or fourth team all-state honors from either the Associated Press or United Press International. Exceptions will be made, but will be rare.

2) In addition to the accomplishments a player achieved in high school, their college honors in the sport also weigh heavily when selecting the teams.

First Team All-State 2018 (AP)

The best player on Oshkosh North's 2018 WIAA Division 1 state-title team, Haliburton has blossomed into a likely NBA Draft lottery selection following his brilliant two-year career at Iowa State. The versatile, athletic, smart and skilled combination guard has the size, length and determination to play in the NBA for a long time. At Oshkosh North in 2017-18, Haliburton averaged 22.9 points, 5.1 rebounds, 6.2 assists, 3.5 steals and 1.7 blocked shots as coach Brad Weber's squad went 26-1 and beat Brookfield East in the state-title game. He scored 23 of his 30 points in the second half in the Spartans' championship-game victory. Haliburton was named Gatorade Player of the Year in Wisconsin in 2018, and finished his prep career scoring 1,466 points. A unanimous first-team all-state pick by the Associated Press as a senior, Haliburton scored a career-high 42 points in a victory over Kaukauna. At Iowa State, Haliburton earned all-Big 12 second-team honors as a sophomore and all-Freshmen team laurels as a first-year player in 2018-19. He averaged 15.2 points, 5.9 rebounds and 6.5 assists for the Cyclones as a sophomore.

Frank Seckar, 6-1, G, 1992, Oshkosh North
First Team All-State 1992 (AP)

Voted as the state's Player of the Year by the Associated Press in 1991-92, Seckar was a four-year star for coach Frank Schade at Oshkosh North. A smooth point guard who rarely turned the ball over and made shots while also setting up his teammates, Seckar led Oshkosh North to Fox Valley Association titles in 1991 and 1992. He helped the Spartans to a 23-2 record as a senior by averaging 22.2 ppg and 7.7 apg. A two-time Player of the Year in the FVA, Seckar's Spartans lost a heart-breaking 47-45 verdict to Milwaukee King in the semifinals of the 1992 WIAA Class A State Tournament. Seckar scored 1,662 career points and went on to a very good collegiate career playing for coaches Eddie Fogler and Jan van Breda Kolff at Vanderbilt. Seckar is still tied for the all-time lead in steals at Vanderbilt with 214, while also scoring 1,317 career points for the Commodores.

Todd Meier, 6-8, F, 1983, Oshkosh Lourdes
First Team All-State 1983 (AP) (UPI)

As a three-year varsity performer who scored 1,106 career points, Meier was a dominant force in the Fox Valley Christian Conference, earning first-team all-league laurels as a sophomore and senior, and second-team honors as a junior when he missed some games due to injury. The athletic and extremely active 6-foot-8 forward averaged 22.6 points, 13.6 rebounds, 3.0 assists and 4.0 blocked shots in 1982-83 as Lourdes went 20-5, won the FVCC title, beat both Oshkosh North and Oshkosh West, finished 3-0 against arch-rival Appleton Xavier, and ended up third in the WISAA State Tournament under coach Kevin Heaney. Meier scored a career-high 34 points in a late-season win over Manitowoc Roncalli in 1983 and was voted Player of the Year in the league. He went on to play four seasons for coach Bobby Knight at Indiana and scored 227 points despite battling chronic knee problems his last three seasons. Meier played and grabbed a rebound in Indiana's victory over Syracuse in the 1987 NCAA championship game.

Tim Jarmusz, 6-6, F, 2007, Oshkosh West
First Team All-State 2007 (AP)

Four teams in Oshkosh high school basketball history have won state championships -- Oshkosh Lourdes in 1999 at WISAA Division 2 level, Oshkosh North in 2018 at WIAA Division 1 level and Oshkosh West in 2006 and 2007 at WIAA Division 1 level. At the heart of West's back-to-back titles under coach Lance Randall was Jarmusz, a cerebral player who did a bit of everything while helping West to a 50-2 record over his junior and senior seasons. He was a key player on West's 2005-06 squad that went 26-0 and then had 25 points in the Wildcats' 50-43 win over Milwaukee Vincent in the 2007 state-title game. Jarmusz averaged 16.3 points and 4.6 rebounds as a senior, earning first-team all-state honors while also being selected as the Gatorade Player of the Year. Jarmusz went on to play at the University of Wisconsin, where the 6-foot-6 wing player started 48 games and played in 122, averaging 2.8 ppg and 2.1 rpg over this career.

Andy Polka, 6-6, F, 2006, Oshkosh West

A dominating performance in the 2006 WIAA State Tournament earned Polka the coveted Mr. Basketball award as he was selected for the prestigious honor after scoring 64 points and grabbing 37 rebounds in three games at the Kohl Center. The physical 6-foot-6 forward had 28 points and 16 rebounds in a state semifinal win over Arrowhead, and then had 21 points and 12 rebounds in a 52-40 victory over Madison Memorial in the Division 1 state-title game. His efforts helped the Wildcats earn the first state title in school history. Polka averaged 14.9 points and 11.2 rebounds for coach Lance Randall as a senior and earned Player of the Year honors in the Fox Valley Association while helping the Wildcats to a 26-0 record. Polka helped Oshkosh West to 78 victories during his prep career. He went on to average 7.1 ppg and 7.3 rpg during his collegiate career from 2006-11 at Loyola University in Chicago.

Roger Beck, 6-3, F, 1963, Oshkosh High School
First Team All-State 1963 (AP)

A three-year varsity performer for coach Don Erickson at Oshkosh High School from 1960-63, Beck twice earned first-team all-Fox River Valley Conference honors. As a junior he earned third-team all-state recognition from the AP and then was a first-team pick as a senior. Beck, who later played at Ripon College, held the Oshkosh High School career scoring record with 951 points when Oshkosh split into North and West in 1972. Beck helped Oshkosh to a sectional-final appearance as a senior in 1963 where the Indians lost to Manitowoc 75-71. He later earned honorable mention all-league honors at Ripon during the 1964-65 season.

Peter Wade, 6-7, F, 1993, Oshkosh North
First Team All-State 1993 (AP)

The son of former Omro High School all-state performer Randy Wade, Peter Wade earned first-team all-Fox Valley Association honors as a junior and senior, and second-team laurels as a sophomore. He helped Oshkosh North to two FVA titles under coach Frank Schade, and the Spartans went 23-2 and advanced to the WIAA Division 1 State Tournament during his junior year in 1992-93. Wade scored 52 points for Oshkosh North in a loss to Kimberly during his senior season, a year in which the athletic and mobile forward averaged 27.1 points, 11.3 rebounds and 3.2 blocked shots. Wade's son, Isaiah, surpassed 1,000 career points for Valley Christian last winter and his younger brother, Ian, also was a standout player at Oshkosh North. Following his playing days at Oshkosh North, Peter Wade went on to play years of college basketball at UW-Green Bay.

Mark Ziebell, 6-5, F, 1986, Oshkosh North
Second Team All-State 1986 (AP)

You could say Ziebell opened the door to the tremendous success the Oshkosh North program has achieved over the last 35 seasons and not be far off the mark. After 14 years of trying but failing to win a Fox Valley Association title, and enduring a 48-game losing streak in the mid 1970s, Ziebell helped the Spartans captured the school's first conference title in 1986 under coach Mark Christenson. Ziebell then had 29 points and 14 rebounds in a regional final victory over Menasha. The Player of the Year in the FVA, Ziebell helped Oshkosh North to an 18-4 record during his senior season and had a career-best 39 points in a loss to Menasha. Ziebell went on to star at UW-Oshkosh, recently earning a spot in the school's athletic Hall of Fame. A two-time first-team all-league pick for the Titans, Ziebell ranks No. 4 on the school's all-time scoring list with 1,797 points.

Dan Weisse, 5-11, PG, 1999, Oshkosh West
First Team All-State 1999 (AP)

A two-time Player of the Year in the Fox Valley Association, Weisse ran the point-guard duties for the late Steve Randall at Oshkosh West for four seasons. He helped Oshkosh West to back-to-back FVA titles in 1998 and 1999 and to the WIAA Division 1 sectional finals in 1999. As a senior, Weisse averaged 16.2 points, 7.6 assists and 3.2 steals while shooting 54 percent from the field as Oshkosh West went 22-2. In a sectional final played before 6,000 fans at Kolf Sports Center on the UW-Oshkosh campus, Weisse scored 20 points in a 62-61 loss to Manitowoc Lincoln. Weisse went on to play four seasons at UW-Milwaukee, two for Bo Ryan and two for Bruce Pearl. The son of former Oshkosh Lourdes star and Oshkosh West coach Greg Weisse, Dan Weisse now is the men's basketball coach at NCAA Division II Minnesota-Crookston.

Adrian Tigert, 6-7, F, 2001, Oshkosh West
First Team All-State 2001 (AP)

A powerful forward who could dominate with his scoring, rebounding and defense, Tigert led Oshkosh West to a 24-2 record and a second-place finish in the WIAA Division 1 State Tournament in 2001. Playing for the late Steve Randall, Tigert was an interior demon for the Indians, averaging 19.4 points and 11.4 rebounds en route to earning first-team all-state honors. He had 18 points and 12 rebounds in Oshkosh West's 66-60 loss to Milwaukee Vincent in the state-title game, and finished his stellar prep career with 1,502 points. Tigert went on to play at UW-Milwaukee. As a senior in 2005-06, Tigert averaged 13.4 ppg and 7.3 rpg for a team that went 22-9.
