Observations by WIAA staff from recent games indicate that many players are

either not tucking their jerseys in at all or only the front of the jersey.



Tuck those jerseys in

Rule 3-2-10; "Players shall wear/utilize uniforms/equipment properly and as

designed by the manufacturer." From the Case Book, 3.2.10, sit. B; "The

players have only the front of their shirts tucked into their lower body

garment. RULING: Illegal. The coach is responsible to ensure that all

players are wearing uniforms properly and as designed."



Coaches Must be in Dugout

Coaches continue to stand/sit outside the dugout confines while

their team is on defense. Case Book, 3.6.6, sit. E; "The home coach while

his/her team is on defense turns a bucket upside down and sits on it just

outside the dugout to get a better view of playing action. RULING: Illegal.

Coaches must remain inside the designated dugout area. The coach shall

receive a team warning. Any subsequent offender shall be restricted to the

bench/dugout for the remainder of the game.



Obstructed at one

Question 1 R1 is obstructed as she rounds first. She heads to second

safely but stops there. Her coach is urging her to advance to third. The

umpire awards her third based on his belief that she would have made third

had she not been obstructed at first. Correct call?



Answer Yes. 8-4-3b, Penalty: "...will be awarded the base or bases

which would have been reached, in the umpire's judgment, had there been no

obstruction."



What color is that base? White or Orange?

Question 2 A soft grounder to third is picked up and thrown to first, and

the first baseman leaves the base to catch the ball, and her momentum

carries her toward the foul territory side of first base. The runner is

still not even close to first and the first baseman steps on the orange base

for the out. The umpire called her out. I realize that the play was not

close at first and that the first baseman's momentum carried her closer to

the orange part of first base, but could I have appealed the call?

Answer No appeal. The defensive player may use the orange base. Rule

8-10-2b; "On an errant throw pulling the defense off the base into foul

ground."



This one's really confusing! I think there is a typo in it!

Question 3 Runner on first and a runner on second. There were two outs and

the batter struck out but the catcher dropped the ball. Can the batter run

when there are two outs even though the first base was occupied?



Answer Rule 7-4-7 Note: "If there are two outs or if no runner

occupies first base, the batter is not out unless the third strike is

caught." Since there was a runner on first your batter could not attempt to

advance to first.  Huh?

 

Complete Games

Question 4 We played school XXXX in a double-header. The second game was

called because of darkness after the fifth inning was complete. The score

was 8-1. Is this a complete game?



Answer Yes. Rule 4-2-2a; "five full innings have been played..."



Where can they throw their warm-up pitches between innings?

Question 5 There is an area coach who thinks it is legal for pitchers

to warm-up off the pitching rubber prior to the start of the game. I always

thought this was illegal. Please clarify.



Answer Legal. There is no NFHS or WIAA rule which would prohibit this.



Where can she warm up?

Question 6 Is Team A's pitcher allowed to warm-up on the field on the dirt

along the third base side while Team B is taking their warm-ups before the

game?



Answer Illegal. Only the team that has infield would be allowed to

warm-up during their allotted time. In this case, the opposing pitcher

would need to go to the bullpen area.



Passed ball, wild pitch and stolen base?

Question 7 If a catcher has a passed ball (non third strike) and a runner

advances, is this considered a stolen base?



Answer From Todd Clark, WIAA Media Director; If the runner advances

because of a passed ball or wild pitch, it is not a stolen base. The only

situation where a runner would receive a stolen base on the same play where

a passed ball or wild pitch occurred would be if the runner had already made

their break for the next base in an attempt to steal the base prior to the

ball getting by the catcher.
