After announcing a success-based formula in early November to address issues facing the WIAA, the group's Ad Hoc Committee on Competitive Equity has tweaked the proposal slightly to "create more movement of schools" among the divisions.
The point system remains in place based on state tournament success, but the threshold to move a team up a division was lowered from 7 points over a three-year span to 6 points.
This final plan with Constitutional language will be presented to the WIAA's Board of Control at their Friday, December 5th meeting. The Board of Control can choose to accept the plan and advance it to the Annual Meeting in April, where it would be voted on by the membership. The Board could also reject or modify the proposal, but it is expected that the plan will be advanced for final consideration by the membership as it has been drafted.
The proposal would apply a point system based on state tournament success in only the following seven sports: boys soccer, girls volleyball, boys basketball, girls basketball, softball, girls soccer, and baseball.
The point system is as follows:
Teams in the sports identified above that accumulate 6 or more points in a 3 year span will be moved up one division, in that sport only. Once promoted, teams will leave the promoted division if they have less than 6 points in all divisions in the last 3 years. The system would not go in effect until the 2016-17 season at the earliest.
