Additional analysis of WIAA Competitive Balance plan for fall and winter sports

WSN has previously produced analysis of the WIAA Tournament Performance Factor points for fall and winter sports, including the appeals of fall and winter sports teams that were elevated by the first-year implementation of Tournament Performance Factor plan.

The WIAA has released divisional placements for most of the fall and winter sports, which allows us to produce additional analysis of the overall impacts of the new Competitive Balance plan, including the option for teams to request up a division, or for the first time ever, to request down a division.

Some fall and winter sports did not have any teams that were approved to move up or down, and are not included below. Also, the WIAA will be reviewing proposed changes in boys hockey at the June Advisory Council and Board of Control meetings that could change divisional placements, and thus boys hockey division cutlines are not yet available.

Boys Basketball

A total of nine teams met the six-point threshold for Tournament Performance Factor points, though Neenah, Arrowhead, and De Pere are Division 1 and cannot be moved up. Teams that will move up a division due to Tournament Performance Factor points in 2024-25 are Pewaukee (D2 to D1), Saint Thomas More (D3 to D2), Kenosha St. Joseph (D4 to D3), Wisconsin Lutheran (D2 to D1), and Brillion (D4 to D3). In addition, West Salem hit six points in Division 3 but their enrollment has since moved the Panthers to Division 2.

In addition, according to the WIAA, six boys basketball teams requested to move down, though the list of specific schools was not released. 

Based on an evaluation of enrollments provided by the WIAA and divisional assignments, Augusta requested to move down and was approved, so the Beavers will move down from Division 4 to Division 5. One other unidentified team requested to move down per the WIAA, but their enrollment placed them in a lower division anyways.

Similarly, one boys basketball team requested to move up a division, though their enrollment placed them up a division as it was.

Girls Basketball

In girls basketball, nine teams met the six-point Tournament Performance Factor threshold, though Kettle Moraine, Arrowhead, and Brookfield East are Division 1 and cannot be moved up. Albany/Monticello successfully appealed their elevation, and instead of going up to Division 4, the defending D5 champions will remain in Division 5. Teams that will move up a division in 2024-25 based on TPF points are Notre Dame (D2 to D1), Pewaukee (D2 to D1), and Waupun (D3 to D2).

In addition, McDonell Central met the point threshold to move up from D5 to D4, but their enrollment places them in Division 4 anyways. Similarly, Laconia scored enough points to be elevated from D4 to D3, but the Spartans' enrollment now places them in Division 3 anyways.

According to previous WIAA releases, there were eight girls basketball teams that requested to be moved down a division, though the WIAA does not identify which schools those would be. Three of those requests were approved.

Based on an evaluation of enrollments and division placements provided by the WIAA, Sheboygan South requested and was approved to move down from D1 to D2. Wisconsin Heights was approved to move down from Division 4 to Division 5. One additional unidentified team requested to move down but their enrollment placed them in a lower division for next year anyways.

Also, one girls basketball team requested to move up a division, though that team's new enrollment for the 2024-25 season ended up moving them up anyways.

Girls Volleyball

Nine teams met the six-point threshold, though Oconomowoc, DSHA, and Appleton North are Division 1 and cannot be moved up. Teams that will move up a division in 2024-25 are Howards Grove (D3 to D2), McDonell Central (D4 to D3), Xavier (D2 to D1), Saint Croix Falls (D3 to D2), and McFarland (D2 to D1). Wonewoc-Center saw their appeal approved by the WIAA Task Force, and the Timberwolves will remain in Division 5.

According to the WIAA, nine teams requested to move down in girls volleyball, though they did not identify those schools. There were four that were approved.

Our evaluation of enrollments and division placements indicates that Sheboygan South, Oshkosh North, and Green Bay East were approved to move down from Division 1 to Division 2, and Augusta was approved to move down from Division 4 to Division 5.

Boys Soccer

Eight teams met the six-point threshold, though Marquette, Hudson, and Verona are Division 1 and cannot be moved up. Teams that will move up a division in 2024-25 are Sheboygan Christian/Lutheran (D4 to D3), Whitefish Bay (D2 to D1), New Berlin Eisenhower (D2 to D1), and Notre Dame (D2 to D1). In addition, Oregon accumulated points in Division 2 but their enrollment now places them in Division 1 anyways.

According to the WIAA, three schools requested to move down in boys soccer, with one approval. Based on our evaluation of divisional placements and enrollments, that school was Sheboygan South, who moves from D1 to D2.

Girls Tennis

Five teams met the six-point Tournament Performance Factor threshold for elevation, though Arrowhead, Middleton, and Neenah are Division 1 and cannot be moved up. Teams that will move up a division in 2024-25 are University School and Xavier, who both move from D2 to D1.

In addition, two teams requested to be moved down a division, and one was approved: Sheboygan South will move down from Division 1 to Division 2.
